Pettenbach is a small market town in Upper Austria, and this 20 Heller note is a product of the Notgeld wave that swept Austrian municipalities between 1919 and 1921 — a direct consequence of the coinage shortage that followed the collapse of the Habsburg monetary system. Municipal governments, unable to obtain small change through official channels, were effectively left to print their own.
The Jaksch-Pick reference places it firmly in the documented Austrian local emergency currency series, though Pettenbach issues are not among the more commonly encountered examples from the region.
