Ottenschlag is a small market town in the Waldviertel region of Lower Austria, and this 20 Heller Notgeld dates from the acute coin shortage that gripped Austria in the immediate postwar years. Municipal and district authorities across Austria were authorized to issue their own emergency small-denomination notes between roughly 1919 and 1921, filling the gap left by hoarded or melted metal coinage. Ottenschlag's issue is among the more obscure of the Waldviertel series.
The single signature — Leop. Ederndorfer — almost certainly belongs to the Bürgermeister or a designated municipal official at the time of issue. These small-town signatories rarely appear in any other historical record.
