Offenhausen is a small market commune in Upper Austria, and this 20 Heller note is a product of the Kleingeldersatz — the ersatz small-change emergency that swept Austrian municipalities between 1919 and 1921 when metal coinage virtually vanished from circulation following the collapse of the Habsburg economy. Hundreds of towns issued their own Notgeld during this window, most in runs small enough that survival rates are low for genuinely circulated examples.

The single signature, Ant. Poschacher, almost certainly indicates the Bürgermeister or a senior municipal officer — Poschacher being a well-established Upper Austrian family name with strong regional ties to the building materials trade.
