Austrian provincial notgeld from the post-WWI period tends to blur together, but Upper Austria's 1921 issues occupy a specific administrative niche. After the dissolution of the Habsburg monarchy, the newly constituted Austrian provinces were left to manage acute small-change shortages largely on their own — the central government in Vienna was in no position to coordinate effectively. Upper Austria printed its own fractional notes through local facilities in Linz, issuing them on provincial rather than municipal authority, which was somewhat less common than the town-by-town notgeld flooding out of smaller communities at the same time.

Paper quality in the 1921 Linz printings is inconsistent across surviving examples — a known characteristic of the series, not a grading variable.
