Austrian provincial notgeld of this period exists in enormous quantities, but the Upper Austria series from 1921 occupies a specific administrative moment: the post-war hyperinflationary pressure on small coinage had not yet resolved, and the individual Länder were still issuing their own emergency fractions well into 1921, even as the federal government was struggling to consolidate monetary authority under the newly established Oesterreichische Nationalbank, chartered that same year.
