Mondsee is a small market town on the Mondsee lake in Upper Austria, and like hundreds of similar communities it issued its own emergency paper money — Notgeld — during and after the First World War when coinage effectively disappeared from circulation. The 20 Heller denomination was among the most commonly needed for everyday transactions, and local printing resources meant these were produced in very small print runs with whatever materials were at hand.
The designer credit to Reisenbichler suggests local authorship, almost certainly a townsperson rather than a professional graphic artist. Kaltenbrunner's signature as issuing authority ties the note to the municipality's administration directly.
