Mitterndorf's Heller notes belong to the vast wave of Austrian Notgeld produced between 1919 and 1921, when the postwar collapse of the Habsburg monetary system left municipalities scrambling to cover small-denomination shortages that Vienna could not address. The Ortsgemeinde — the local parish commune, not a bank — assumed the issuing role out of necessity, stamped the notes with an official seal to confer whatever authority it could, and hoped the surrounding community would accept them.
The Jaksc/Pick reference suffix "IIa" indicates a recognized variety within the series, suggesting at least one other emission exists for comparison.
