Austrian Notgeld of this type emerged from a genuine small-change crisis that followed the First World War — coin metal had been requisitioned, mint output was disrupted, and municipal governments across Upper Austria were left to fill the gap themselves. Mehrnbach, a small community in the Innviertel district, issued this 20 Heller note under the signature of its Bürgermeister Franz Neuhoser as a purely local transaction instrument, accepted within the commune but worthless a few kilometers away.
The Jaksc/Pick reference places it firmly within the documented Austrian municipal series, though survivorship varies sharply by commune — smaller villages printed in lower quantities and often on inferior stock.
