Mautern an der Donau is a small market town in Lower Austria, and this 20 Heller note is a Notgeld issue — emergency small change produced by local municipalities when the collapsing Habsburg economy left Austria chronically short of metal coinage after the First World War. The Stadtgemeinde itself acted as the issuing authority, a legal oddity permitted under postwar Austrian emergency ordinances that briefly turned hundreds of towns into de facto currency printers.
The Jaksc reference places this firmly in the catalogued Austrian Notgeld corpus. These municipal issues were typically printed in small runs on basic paper stock, and many were redeemed and destroyed within months, making intact survivors more common among collector hoards than in genuinely circulated condition.
