An elaborate Art Nouveau-style scrollwork border surrounds the entire field, with ornamental corner flourishes. The body of the note carries the authorizing text of the second Notgeld issue dated 4 June 1920, with two manuscript facsimile signatures below their respective titles "Bürgermeister-Stellv." and "Bürgermeister". |

Mauerkirchen is a small market town in Upper Austria, and this 20 Heller note is a product of the acute small-change shortage that paralyzed Austrian commerce in the immediate postwar years. The collapse of the Habsburg monetary system left municipalities scrambling to produce their own Notgeld — emergency scrip — to keep local trade functional. Thousands of Austrian communes did exactly this between 1919 and 1921, generating an enormous variety of locally issued paper that was never intended to circulate beyond the town boundaries.
The Jaksc catalog designation places this firmly within the documented Upper Austrian municipal series. The "IIa" suffix indicates a specific paper or print variant within the 20 Heller type.
