Maria Schmolln is a small parish municipality in Upper Austria, and like hundreds of comparable communities it issued Heller Notgeld during the coin shortage that gripped Austria between roughly 1920 and 1922. These local emergency notes were authorized under a nationwide framework that gave municipalities the right to print their own fractional currency when small coinage simply disappeared from circulation — hoarded, melted, or stranded in the banking system.
The Jaksc/Pick reference JPR0587IIa places this among the second recognized variety for the issuer. F. Forsterpointner's signature as signatory suggests a local administrative official rather than a bank officer — typical for a Gemeinde issue of this scale, where the Bürgermeister or municipal treasurer often signed directly.
