Manning is a small municipality in Upper Austria, and this 20 Heller note is a product of the Notgeld wave that swept Austrian towns between 1919 and 1922 — a direct consequence of the post-war coin shortage that left communities scrambling to produce their own small-denomination emergency currency. The municipal council authorized the issue, which is why both the mayor and deputy mayor signed.
The JPR prefix in the Jaksc/Pick reference marks it as a provincial Austrian Notgeld type, catalogued in the specialized Jaksc corpus rather than the general Pick series.
