Obverse description Plain cream-coloured note with an ornate Art Nouveau-style letterpress border of interlaced scrollwork. The denomination numeral '20' appears in large bold type at left, with the abbreviation 'Hl' at right. The central text block carries the Gutschein (voucher) inscription, detailing the issuing body, address, and redemption conditions, dated Linz, 7 May 1920. Four manuscript signatures with their respective role titles — Obmann, Ober-Stellvertreter, Kassier, and Buchhalter — appear along the lower portion.

Reverse description The reverse carries a large rectangular vignette of a panoramic townscape of Linz viewed from across the Danube, rendered in fine letterpress line engraving with a bridge in the foreground and church spires rising above the city skyline. Below the vignette, a central wreath medallion encloses the denomination '20 hl', flanked by two reclining putti. The artist's signatures 'T. Kling Urpfer' and 'Karl Hayd' appear within the vignette border.

The Wirtschaftsverband der Militär-Gagisten was a cooperative association of military pensioners — former Habsburg officers and NCOs whose fixed state stipends ("Gagen") had been obliterated by postwar inflation. By 1920 the Austrian crown was in freefall, and organizations like this one began issuing their own small-denomination scrip so members could conduct internal trade without depending on currency that lost value by the week.

Karl Hayd was a Linz-based graphic artist responsible for a number of local notgeld designs from this period. The 20 Heller denomination sits at the lower end of this series.
