The Deutschösterreichischer Eisenbahnbeamten-Verein — the German-Austrian Railway Officials' Association — issued these small-denomination emergency notes through its local Linz branch in 1920, a period when coin shortages across the rump Austrian state made even 20 Heller transactions difficult to conduct in metal. Railway employee associations were among the more organizationally coherent bodies capable of issuing credible local scrip; their membership was captive, their transactions predictable, and their leadership accountable by name.
The two signatories hold internal titles rather than banking ones: Säckelwirt — literally "purse-keeper" — and Obmann, the branch chairman.
