A delicate dotted and scrollwork border frames the entire design. Three facsimile signatures appear beneath the text, identified by their respective titles Bürgermeister, I. Gemeinderat, and II. Lend is a small market town in the Salzburg Lungau, and this 20 Heller note is a product of the Austrian Notgeld wave of 1920 — municipal emergency currency issued after the collapse of the Habsburg monetary system left smaller communities effectively without functional small change. Thousands of Austrian towns and villages printed their own, and the collector market for them became so active, so quickly, that many issues were printed speculatively for philatelic sale rather than genuine circulation.
R. Kiesel was a Salzburg-based printer responsible for a number of regional Notgeld issues from this period. F. X. Stadler's design credit is relatively uncommon in surviving documentation for notes at this denomination.
