Kufstein's municipal emergency notes of 1919 belong to the vast Notgeld phenomenon that swept Austria and Germany as central banking collapsed under postwar conditions. The Stadtgemeinde — the town municipality — issued these small-denomination pieces to plug the acute shortage of small change, not as a monetary policy decision but out of sheer practical necessity.
