Kreisbach is a small parish in Lower Austria, and this 20 Heller note is a product of the catastrophic currency shortage that followed Austria's dissolution from the Habsburg empire. With the central banking system in disarray and metal coinage almost entirely absent from daily commerce, hundreds of Austrian municipalities turned to local printers for emergency small-denomination scrip — a phenomenon that generated thousands of distinct Notgeld issues between 1919 and 1921. The Gutenberg press in St. Pölten handled many of these commissions for Lower Austrian communities.

Three signatures validate this note: the Bürgermeister, Vizebürgermeister, and the municipal finance officer — an unusual triple-authorization requirement that suggests Kreisbach's council was particularly cautious about accountability in the issuance process.
