Kopfing is a small rural commune in Upper Austria, and this 20 Heller note is one of thousands of Notgeld issues produced by Austrian municipalities between 1919 and 1922 to address a genuine small-change shortage following the collapse of the Habsburg monetary system. The central authorities could not produce low-denomination coinage fast enough, so communes issued their own — legally, if temporarily.
Steiner's mayoral signature authenticates the issue. These hyperlocal notes were rarely redeemed outside the issuing village.
