Kollmitzberg is a small rural commune in Lower Austria, and this 20 Heller note belongs to the vast wave of Notgeld issued by Austrian municipalities after the First World War, when coin shortages made small-denomination exchange nearly impossible. What distinguishes this particular piece is the local production: F. Klelar was a printer based in nearby Amstetten, meaning the note was designed and manufactured entirely within the immediate region rather than outsourced to Vienna or one of the larger specialist houses.

Anton Rohrhofer's design credit is unusually specific for a village emergency issue of this kind — most comparable Notgeld went uncredited.
