Kleinmünchen was an industrial suburb of Linz, and the prisoner-of-war camp established there during the First World War held predominantly Russian and Italian captives put to work in local textile mills. Camp-issued Lagergeld of this type was a deliberate containment measure — scrip denominated in Heller could only be spent within the camp canteen system, ensuring prisoners couldn't accumulate Austro-Hungarian currency that might fund an escape attempt.
The 20 Heller denomination sits at the upper end of the Kleinmünchen Heller series before the note values stepped up to Kronen issues. Campbell 1399 is among the more elusive of the camp's surviving pieces.
