Klausen-Leopoldsdorf is a small market commune in the Wienerwald, southwest of Vienna, and like hundreds of Austrian municipalities it was forced into issuing its own emergency paper currency during the severe coin shortage that followed the First World War. These Notgeld issues were authorized under wartime and immediate postwar administrative frameworks that allowed communes to produce low-denomination scrip when the central monetary system could no longer supply adequate coinage.
Schöndorfer and Tuttersch almost certainly served as the Bürgermeister and a senior municipal officer — the two-signature requirement was a standard validity control on commune-issued Notgeld, intended to prevent unauthorized overprinting.
