Kirchheim notgeld of this denomination belongs to the vast wave of Austrian municipal emergency currency issued during and immediately after World War One, when small-denomination coins vanished from circulation almost entirely — hoarded, melted, or simply not minted in sufficient quantities to meet everyday demand. Hundreds of Austrian Gemeinden printed their own paper substitutes, most with minimal artistic ambition and purely local validity.
The Jaksch/Pick reference places this squarely in the catalogued Austrian notgeld corpus. Leopold Burgstaller's signature as authorizing official is the only individual identity attached to the issue.
