Kirchdorf an der Krems issued these Heller notes as part of the broader Austrian Notgeld wave that swept through municipalities following the economic dislocation of the post-WWI years. Small market towns like Kirchdorf had little practical alternative — the central authorities in Vienna were unable to maintain adequate small-denomination coinage in circulation, forcing hundreds of local governments to print their own emergency scrip under sanction from the state.
The Jaksc/Pick reference JPR0445Ib places this within a distinct sub-series, suggesting multiple issue variants existed for the 20 Heller denomination alone.
