Kirchberg am Walde is a small parish in Lower Austria's Waldviertel, and this 1920 Heller note belongs to the vast wave of Austrian municipal notgeld issued after the First World War, when small-denomination coinage vanished almost entirely from circulation. Thousands of Austrian communes printed their own emergency pfennig-and-heller scrip during this period; F. Berger of Horn was one of the regional printers that handled a significant share of the Lower Austrian issues, serving dozens of Waldviertel municipalities from a single facility.
Three signatories — unusual for a village note of this value. Suggests the municipality required full council authorization even at the 20 Heller level.
