Austrian Notgeld of this type was issued at the municipal level during the severe coin shortage that followed the collapse of the Habsburg Empire. Kirchberg am Wagram, a small market town in Lower Austria, produced this 20 Heller note in 1920 as part of a broader wave of emergency scrip that flooded the new Austrian republic — by some estimates, over a thousand Austrian communes issued their own paper during this period.
Curt Sauer designed several Notgeld series for Lower Austrian municipalities. The JPR0439IIa designation indicates this is the second major type in the Jaksch cataloguing sequence for this issuer.
