Kilb is a small market town in Lower Austria, and this 20 Heller note is one of the Notgeld issues that flooded Austria between 1919 and 1922 when small coin virtually disappeared from circulation following the economic collapse after the First World War. Municipal authorities across the country were left to fill the gap themselves. L. J. Pietz in Steyr was a regional commercial printer — not a security press — which accounts for the relatively modest production quality typical of provincial Austrian Notgeld from this period.
The Jaksch/Pick reference JPR0436Ia places this within a catalogued series for Kilb, suggesting at least one other denomination was issued alongside it.
