Innsbruck's wartime Heller notes belong to the vast wave of Austrian municipal Notgeld issued after the Austro-Hungarian monetary system buckled under the strain of the First World War. The Stadtgemeinde issued these small denominations to address a practical, immediate problem: the hoarding and disappearance of metal coinage from everyday commerce.
Wilhelm Greil, who signed this note, served as Bürgermeister of Innsbruck during this period — his tenure running directly through the collapse of the Habsburg administration in late 1918.
