Innernstein is a tiny settlement in Upper Austria — the kind of place that issued emergency small change (Notgeld) in 1920 precisely because the postwar coinage shortage left rural communities unable to conduct ordinary commerce. Thousands of Austrian municipalities did the same between 1919 and 1922, but most contracted printers in Vienna or Graz. E. Priesel was a local Steyr operation, and its output for nearby communities like Innernstein tends to show simpler production values than the tourist-oriented Notgeld flooding out of larger centers simultaneously.

The Jaksch/Pick reference JPR0408-20 places this firmly in the utilitarian municipal series, not the decorative collector issues that were already being printed speculatively for the philatelic trade by 1920.
