Horn is a small market town in the Waldviertel region of Lower Austria, and this note belongs to the vast wave of Austrian municipal emergency currency — Notgeld — issued in the years following the collapse of the Habsburg economy. The 20 Heller denomination was among the smallest issued at the local level, circulating primarily for petty transactions when coin shortages made even minor change impossible to make.
Three signatories authenticated the issue: the mayor, deputy mayor, and a council member — unusually formal for a denomination this small.
