Helpfau-Uttendorf is a small rural commune in Upper Austria, and this 20 Heller note is one of thousands of municipal emergency issues — Notgeld — produced across Austria during the acute coin shortage of 1920. The printer, Josef Stampfl & Comp. operating under Leop. Höglinger in Braunau am Inn, handled a number of similar local commissions from the surrounding Inn Valley communities, making it a regional workhorse of small-denomination emergency paper.

Three signatories authenticated the issue: the Bürgermeister and both deputy mayors. That level of formal sign-off for a fractional note speaks to how seriously even small administrations treated their obligation to their local economies when metal coinage had all but vanished from circulation.
