Dorf Haag is a small market town in Lower Austria, and this 20 Heller note is a product of the Notgeld wave that swept Austrian municipalities during and after the First World War, when coin shortages made small-denomination paper an operational necessity rather than a collector's novelty. F. Kielar was a regional printer based in Amstetten — a workmanlike local choice, not a prestige commission.

Hans Kozak's design credit is unusual for a note of this humble scale and geography. Whether Kozak was a local artist or brought in from outside Amstetten is not reliably documented.
