Gmunden's 20 Heller Notgeld was one of hundreds of Austrian municipal emergency issues printed in the immediate postwar years, when the collapse of the Habsburg monetary system left towns and villages scrambling to produce their own fractional currency. The Salzkammergut-Druckerei was a local press — printing for the municipality that housed it, which was common practice in the Notgeld period and kept production costs minimal.
The Jaksc/Pick reference places this as the 'b' subvariant of the type II issue, suggesting at least minor printing or paper differences from the first run.
