Descrizione del dritto A finely executed line-art vignette spans the centre of the note, rendering a panoramic townscape of Gallneukirchen with the parish church steeple rising above rooftops, open rolling hills stretching into the background, and a winding road to the right. The denomination numeral "20" appears in circular cartouches at the lower left and right corners, flanked by stylised wheat-ear borders running the full height of both lateral edges. The inscription "Zwanzig · Heller" is set in bold lettering across the upper margin, and "Marktgemeinde Gallneukirchen" anchors the lower margin; the artist's signature "A.C. Kleiner" is visible in the lower-right area of the vignette.

Descrizione del rovescio The reverse is typographically composed within a plain ruled border, with the denomination numeral "20" repeated in each of the four corners. The central text block, set in blackletter (Fraktur) typeface, contains the authorising declaration of the municipality referencing the community committee resolution of 24 April 1920, the total issue of 60,000 Kronen, and the redemption terms at the municipal cashier's office. The Bürgermeister's name, Johann Stingeder, is printed in a larger display script below the title "Der Bürgermeister:", and a final warning line against counterfeiting closes the text at the foot.

Austrian Notgeld from the immediate postwar period, issued by municipalities scrambling to fill a fractional coin shortage that the central government was unable to address. The Austro-Hungarian monetary system had collapsed, coin metal was being hoarded or had simply vanished from circulation, and small communities like Gallneukirchen were effectively on their own for change below a certain denomination. These local emergency issues were authorized but not systematically controlled, which is why hundreds of distinct series emerged across Upper Austria alone in 1920.

A.C. Kleiner designed a number of Notgeld series in the region during this period. Signatories like Stingeder were typically local officials — in this case almost certainly a Marktgemeinde functionary rather than a banking officer.
