Austrian Notgeld from the immediate postwar period, issued by municipalities scrambling to fill a fractional coin shortage that the central government was unable to address. The Austro-Hungarian monetary system had collapsed, coin metal was being hoarded or had simply vanished from circulation, and small communities like Gallneukirchen were effectively on their own for change below a certain denomination. These local emergency issues were authorized but not systematically controlled, which is why hundreds of distinct series emerged across Upper Austria alone in 1920.

A.C. Kleiner designed a number of Notgeld series in the region during this period. Signatories like Stingeder were typically local officials — in this case almost certainly a Marktgemeinde functionary rather than a banking officer.
