Eferding is a small Upper Austrian market town, and like hundreds of other Austrian municipalities in 1919, it was forced into the notgeld business by a catastrophic shortage of small-denomination coins following the collapse of the Habsburg monetary system. The sheer print run — over twelve million pieces — is striking for a town of that size and reflects how aggressively these emergency issues were produced to meet real transactional demand, not simply for collector trade.

The Jaksc classification suffix "IIId" indicates this falls within a recognized sub-variety grouping, worth distinguishing from the broader 20 Heller issues of the same municipality.
