Brixlegg's 20 Heller Notgeld emerged from the acute coin shortage that gripped Austrian municipalities after the First World War. The collapse of the Habsburg monetary system left local governments across Tirol printing their own emergency paper in denominations too small for any bank to bother with — fractions of a Krone that nonetheless mattered for daily trade in a market town of this size.

Brixlegg was notable as a copper-smelting center, which adds a certain irony to the need for paper substitutes where metal coin should have circulated freely.
