One of thousands of Austrian municipal notgeld issues that flooded the country after the collapse of the Habsburg monetary system left small communities without adequate coin. Biberbach, a modest Lower Austrian village, contracted F. Kielar in nearby Amstetten for the printing — a practical local arrangement common among smaller parishes that lacked connections to the larger Viennese printers handling more elaborate series. Anton Rohrhofer's involvement as designer is the only detail that lifts this above pure fiscal utility; local designers on notgeld of this denomination are rarely documented by name.
Three signatories authenticate the note, including both the Bürgermeister and Vicebürgermeister — the full civic apparatus behind a 20 Heller slip of paper.
