Austrian municipal notgeld of this type emerged from a genuine coin shortage that persisted well after the armistice — the old Habsburg coinage had been hoarded, melted, or simply vanished, and the new republican government was slow to fill the gap. Amstetten, a Lower Austrian rail junction town, solved the problem locally. C. Queiser was a small local printer, and the municipal finance officer's counter-signature alongside the Bürgermeister's was a deliberate accountability measure, not mere formality.
The 1920 date places this in the second wave of Austrian notgeld — later than the wartime issues, driven now by inflation anxiety rather than wartime disruption alone.
