Alkoven is a small market town in Upper Austria, and this 20 Heller note is a product of the Notgeld wave that swept Austrian municipalities between 1914 and the early 1920s — local emergency small change issued to compensate for the near-total disappearance of metal coins from circulation during and after the First World War. The designer credit to K. Standler and the Alkoven imprint both confirm entirely local production, which was common for smaller communes that lacked the budget or connections to commission a commercial printer.

The JPR0018IIb suffix indicates a second type variant within the Alkoven series, suggesting at least one earlier issue preceded this printing.
