Alkoven is a small Upper Austrian municipality roughly 20 kilometres west of Linz, and this 20 Heller note is a product of the Notgeld wave that swept Austrian towns and villages between 1919 and 1921. The postwar collapse of the Austro-Hungarian monetary system left small denominations in acute shortage, forcing hundreds of municipalities to issue their own emergency scrip — legal in practice if not always in formal mandate.
K. Standler is not a widely documented designer in the Notgeld literature, suggesting local commission rather than one of the specialist print houses that handled bulk municipal orders. Signed by J. Haselmayr, almost certainly a local municipal official rather than a bank officer.
