| Obverse description | Printed in red on buff paper, the obverse carries two cartouche-shaped vignettes framed by conifer branch motifs: at left, a rural manor house set among trees, and at right, a panoramic village scene with a church tower. A large central numeral '20' with the inscription 'Heller' below divides the two vignettes, while the legend 'Sol Geld d. Gemeinde Pennewang' runs across the lower portion. Denomination numerals '20' appear in ornamental roundels at both upper corners. |

| Reverse description | The reverse is printed in red on buff paper and arranged in three vertical panels separated by dotted ruling. The wide central panel bears the heading 'Gutschein der Gemeinde Pennewang über Zwanzig Heller' in Gothic blackletter script, followed by a full legal text authorising the issue of vouchers up to 100,000 Kronen by resolution of the municipal committee of 23 May 1920, redeemable at the municipal treasury between 1 and 31 December. The left panel carries the denomination '20 Heller' and the date 'Pennewang, 23. Mai 1920'; the right panel repeats '20 Heller' and bears the facsimile signature of the Bürgermeister Josef Kumer. Decorative rectangular counter frames appear at the head and foot of each lateral panel. |
