Mondsee's 20 Heller Notgeld belongs to the enormous wave of locally issued emergency coinage substitutes that flooded Austria between 1919 and 1921, when small-denomination metal coinage had effectively vanished from circulation. The market town — perhaps best known for its Benedictine abbey and the Mondsee culture archaeological site — produced a modest series of these notes signed by A. Kaltenbrunner, almost certainly the local Bürgermeister or an authorized municipal official.
The designer credit to Reisenbichler is a regional detail worth noting: many Austrian Notgeld pieces were farmed out to local artists and teachers, giving this category its remarkable graphic variety. Whether Reisenbichler was a townsman or a hired hand from a nearby city is not recorded in the standard references.
