Buryatia is a federal subject of Russia bordering Mongolia, and its appearance on a BEAC-issued franc coin is purely a commercial arrangement — the Central African franc series has been used since the early 2000s as a vehicle for collector coins with no intended circulation, effectively licensing the currency authority for numismatic revenue. The issuing relationship between BEAC and various third-party minting programs has drawn criticism from monetary economists who consider it a distortion of franc zone credibility.
