Kuwait's coinage was entirely suspended during the Iraqi occupation of 1990–91, making any silver circulation issue from this series potentially absent for that gap year in mint records. The 20 Fils in .925 silver represents a deliberate retention of the silver standard for subsidiary coinage well past the point most Gulf states had abandoned precious metal in favor of clad or base metal alternatives — a policy Kuwait maintained partly as a reflection of its sovereign wealth position.
