Kuwait issued gold versions of its circulating fils denominations primarily as collector and gift pieces — not for commerce. The 1987 date places this piece two years before the Iraqi invasion of August 1990, after which the entire Kuwaiti monetary system was briefly suspended and Iraqi dinar was imposed as legal tender by force. Surviving pre-invasion Kuwaiti gold issues held outside the country during the occupation became something of a proxy assertion of institutional continuity for the Central Bank in exile.
The .9167 fineness is 22-karat, the same standard used in British sovereigns.
