The issuer's name VILÁGÍTÁSI ÉS VIZMŰ RÉSZVÉNYTÁRSASÁG is inscribed across the top, with the denomination HUSZ FILLÉR repeated twice — once in a central cartouche framing the numeral 20 within an ornamental frame of scrollwork, and again in a smaller box at the upper right alongside the numeral 20 and a serial number at lower right. Székesfehérvár's municipal utility company — responsible for gas lighting and waterworks — resorted to issuing its own fractional emergency notes in 1920 when small-denomination coinage effectively disappeared from circulation across Hungary. This was not an unusual decision; hundreds of Hungarian municipalities, cooperatives, and commercial enterprises issued similar szükségpénz that year, flooding the country with locally-backed paper of wildly uneven reliability.
