Municipal emergency money issued by Osijek in 1919 falls into the broader wave of Croatian and Slavonian notgeld-style scrip that flooded the region as Austria-Hungary's monetary infrastructure collapsed and the newly forming Kingdom of Serbs, Croats and Slovenes had yet to establish coherent circulation policy. Individual cities issued their own fractional notes partly out of practical necessity — small change had effectively vanished — and partly as an assertion of local administrative continuity during the transition.
The "second issue" designation confirms at least one prior emission, suggesting demand exceeded the first print run or that the initial notes wore out quickly in dense everyday use at market level.
