Shaanxi (Shensi) never operated a modern steam-powered mint of its own, which is precisely why this piece exists as a pattern rather than a circulation strike. The provincial government was evaluating the feasibility of local silver coinage in the late 1890s, a period when the Qing central government was simultaneously trying — and largely failing — to rationalize currency production across its provinces. This piece almost certainly originated at one of the established coastal mints producing trial dies on behalf of interior provinces that lacked the infrastructure.
Kann's attribution places it among a small cluster of Shensi provincial patterns from the same year, none of which progressed to circulation.
