No such coin exists. The euro was introduced as physical coinage in January 2002, and "Eurodollar" is an economic term referring to U.S. dollar deposits held in European banks — it has never been a denomination or currency unit issued by any Eurozone authority. A 1998-dated silver piece carrying this description is almost certainly a privately minted fantasy piece or souvenir token with no legal tender status.
