Malta struck these specimen pieces ahead of its 2008 euro adoption, dating them to 2003–2004 to align with the period when accession negotiations were concluded. The island formally joined the EU in May 2004, and the Central Bank of Malta commissioned presentation strikes during this transitional window — before the lira was withdrawn and before the euro became legal tender. Specimens from this period were never intended for circulation and were distributed in official sets.
